Project Plan

For this the GOP has prepared a master plan and projects have been identified
for implementation in the next 48 months.
Approach
-
Because of the magnitude of task involved, a modular approach will be adopted
to implement this project over a period of 5 to 7 years.

Process re-engineering will be done for the government departments.

Comprehensive training program will be initiated.
E-Govt Project Identified Two types of Projects

4 Across the board Applications:
-
Each Application will take 2-3 years for Implementation. Initially to be
implemented in few federal departments. Later on to be extended to other
departments and governments at provincial and local levels

11 Agency Specific Applications:
-
Each Application of short duration of less then 12 month. Each Application is a
stand alone package. With the passage of time more agency specific applications
will be developed, especially for provincial and local government.

Implementation Methodology
-
Executive Steering Committee: An e-Govt task force, comprising key govt.
functionaries has been formed to provide necessary inputs and guidelines for
consultants preparing plans and projects.

Change Agents: Teams have been formed at all Government departments to provide
necessary resources for visualizing, development and implementation of all
e-Govt projects.
-
Information Technology Commission: The IT Commission will implement all e-Govt
projects by outsourcing them to the private sector.
-
Outside Consultants: Permanent IT consulting firm engaged to develop concept
and broad line designs of these projects.
-
Monitoring: Continuous monitoring work will be done by the IT Commission. For
this permanent staff from the private sector are being hired.

Mass Awareness: All govt. departments will not be covered initially. A
comprehensive awareness campaign will be initiated both at Federal and
Provincial Govt. levels to make all functionaries who are going to be
ultimately affected, familiar with the e-Government master plan.
